Issue:

Images not displaying in Outlook even after removing "don't download pictures automatically in standard HTML email messages or RSS items" in Outlook options.

Resolution:

Open Internet options by clicking start, searching for "internet options" and launch "internet options" 

click on the advanced tab

remove the checkmark from "do not save encrypted pages to disk"

click ok
